is a tremendous honor for me to receive the presidential sash, I do so with humility, with awareness of responsibilities involved and the commitments that I must fulfill. I will be faithful to the oath that I have done, guided by national interests and the desire to serve, especially the most disadvantaged. The Salvadoran people REQUESTED A CHANGE, AND CHANGE STARTS NOW. The change does not begin with the individual will of a president, starting with the hands of a nation that knows that this is a great time in building their future and who is aware that this is only possible with the union of all. I assume the presidency to expand the call of national unity that I made before, during and after the campaign. A union resulting from the pacification of spirits, creative optimism and director, democratic harmonization of differences and collective commitment to build a new nation, without hatred or resentment. Union, around a national development project that is based on social inclusion, expansion opportunities, enhancement of production and labor, modernization of institutions and the full guarantee of freedom. Union, free men and women who believe in themselves and in their homeland and they want to build a new national project.

To my happiness, this call is being increasingly heard supported and understood by my countrymen. An happiness tempered with realism and responsibility, but also with a strong dose of courage and optimism. Is not afraid of this responsibility, and not fear this challenge proclaim aloud, to myself, my teammates and the entire nation: we do not have the right to fail, I repeat, WE DEFINITELY DO NOT HAVE THE RIGHT wrong.

A long way has had to travel the Salvadoran people to reach this day. No effort, no sacrifice has been useless. It's time to take a new way of living fully democracy. We have, therefore, the right to betray our dreams or go astray. Dear friends, to err is human, but to avoid the error is also an attribute of all men and all women. And avoid the mistake begins with not doing what some have done wrong in this country.

We Salvadorans, we know what we want, what we can and what we need. We want social reconstruction, economic reconstruction and we want the institutional reconstruction of our country. That means we need not only to reconstruct our country, we also need to reinvent it. Reinventing our country does not mean abandoning what is good and eternal, it means improving what is right and do what was never done. Means creating a national development model that restores the best we have, to decrease the internal inequalities and promote a more dynamic and intelligent re on stage regional and international levels. I insist: REINVENTING OUR COUNTRY WILL CREATE A NEW PROJECT OF NATION, at the same time rescue the huge social debt and accelerate our human and technological progress.

The main weapons we have for this are: faith, hope, joy and the sweeping force of new ideas, and the main goals we have are: reaching maturity poverty, political and technological backwardness, marginalization of large sectors of society and, especially, hopelessness and lack of perspective for our youth. We need, above all, integrate and transform a country small that it became a giant of inequality ", and reveal to ourselves and to everyone, the immense creative capacity, production and modernization that we have hidden within us. Indeed, above all, have to recover the lost time. So our biggest challenge is to make the next five years worth, at least, for more than a decade, and make it possible, friends.

Salvadorans, let's rule in the midst of a deep socioeconomic crisis, one of the most difficult in our history. Its complexity is given by the explosive combination of both internal and structural factors of factors specific to the current cycle of the international crisis. The state of public administration that is inherited is by no means satisfactory. Precisely because the accumulated components of the internal crisis are those that make us more vulnerable. All these past years, from the government, not a determined effort was deployed to El Salvador were less dependent and more productive, and therefore we have to start emergency measures.

This crisis affects us severely because they lacked a clear and coherent strategy to address its adverse effects. The scenario is such that we must speak bluntly unacceptable deterioration of public finances in a dollarized economy box. LIABILITY FOR This is not the Salvadoran people, BUT THAT WAS THE RULING ELITE IN POWER UNTIL TODAY.

Most economic indicators show a general deterioration of the economy. However, the crisis - despite its dramatic - may provide conditions favorable for our country to take a course most appropriate political and socioeconomic and viable. With this understanding is that we are launching the Global Anti-Crisis Plan, a first set of new government measures to guarantee the stability of the economy and reduce social problems.

Members of my team of economic and social areas, give the details in the coming hours. But I want to advance some of these major goals and objectives. Four major objectives guide our plan:

- RESGUADAR existing jobs AND CREATE NEW JOBS.

- PROTECT THE MOST VULNERABLE POPULATION AREAS OF THE NEGATIVE EFFECTS OF THIS CRISIS.

- MAKING THE CRISIS BOOST FOR STATE POLICY ON SOCIAL AND ECONOMIC E ...

- START CONSTRUCTION OF UNIVERSAL PROTECTION SYSTEM FOR ALL WOMEN AND MEN FOR ALL OF OUR COUNTRY.

In the area of \u200b\u200bemployment and production support, the Plan envisages the creation of 100 000 direct jobs in the next 18 months. Among the most important are: the implementation of a Temporary Employment Program, the implementation of a Program Extension and Improvement of Public Services and Basic Infrastructure and construction and improvement of urban households and 25 000 20 000 ceiling solutions flat rural communities, municipalities severe poverty.

In the credit area, the Plan provides for the immediate creation of State Banking for Productive Development, which shall provide timely financing to the various economic sectors, mainly to micro, small and medium entrepreneurs. Through the new state banks will also create a system of guarantees that will allow employers access to credit Private Banking.

These actions will bring a lot of benefits because, besides generating employment, would open new routes, especially rural housing bear, water, electricity, schools, health care and mitigation works for Salvadorans and Salvadoran poor of our country.

I do not want to dwell on details of the Anti-Crisis Plan, as already mentioned, will be the responsibility of the members of my Cabinet economic and social. But I can not fail to mention the substantial generation of Universal Social Protection System that will write a new history in the field of social policy of our country. As part of this system, we create the Urban Community Solidarity Program, whose main objective is to improve life in urban squatter settlements. The program seeks to improve infrastructure and basic public services, repair and construction of 11 thousand households, the granting of a bonus of education for children and young 6 to 18 years and measures to improve public safety.

We will expand and improve the current Red Solidaria Program, which now are commonly called Rural Solidarity. As part of improving this program will extend the coverage water services, electricity, sanitation, improved health services and education to 32 municipalities in severe poverty and others in high-poverty situation. Also, be granted a basic pension to all elderly people residing in 100 municipalities covered by the Red and so far have not received any direct benefit of former Red Solidaria Program.

As part also of the Social Protection System, I am pleased to announce the Integral Program of Health Care and Nutrition in 100 municipalities with high levels of malnutrition benefiting 85 000 children between 0 and 3 years of age. In addition, we will extend the School Feeding Programme to urban schools benefiting 500 000 more children, now do not have that benefit.

And I can not fail to mention three additional measures to alleviate the economic situation of the unemployed and poor families:

First is the free provision of uniforms and school supplies to students in public schools for the next school year. This measure will benefit over one million children and young people attending from first to third cycle.

The second measure is the guarantee and temporal extent of the benefits of access to health services, Social Security, for people who contribute and who have lost their jobs.

And the third step is the elimination of quotas in access to health services and the immediate provision of essential drugs at all establishments of public health. No more units or hospitals without medicines! Public hospitals and health units have the basic list of medicines.

Given the gravity of the fiscal crisis, the Global Anti-Crisis Program includes a strategy to strengthen public finances. First, it includes an austerity program, with a strong constraint on unnecessary expenditure. Another important measure that will save many resources is the rationalization and targeting of subsidies that until now have been granted indiscriminately. That is a waste of resources that increase inequality, since much of the beneficiaries are people with higher incomes. On the revenue side, will immediately initiate a program to combat avoidance, tax evasion, smuggling and corruption.

Finally, I announce to the country, with the aim of strengthening national unity and build state policies in strategic areas in the coming days will convene a national dialogue to define a development strategy that includes an agreement on employment and fiscal policy. In addition, we will create in the short term, the Social Economic Council, will work as a permanent institutional instance in which the main economic sectors and social the country will discuss and seek agreement on key socioeconomic issues.

My friends and my friends said before that we want social reconstruction, economic and institutional development of our country. He added, now we want - and need, too - a moral reconstruction and values. But this struggle for institutional improvement can not be insulated from government control. This struggle must involve all the powers and the whole society, and I have the certainty, I have confidence, that the legislature and the judiciary and the entire society will join us in this fight. Such training will not only improving the quality of public policies, but also to improving the quality and degree of dependence of institutions, as well as with the improvement of policies and practices private sector.

Salvadorans, peaceful and democratic revolution means to reduce inequalities, improve quality of life of the population and restore the efficiency of public administration. Our democracy is haunted by the dark forces of drug trafficking and organized crime for the actions of the crime, the situation of economic distress suffered by thousands of families, and irresponsible accelerated deterioration of our environment. And also, IMPROPER DECISIONS THE GOVERNMENT OF THE PAST THAT HAVE DISTORTED CIVIL CONSENT TO corruption in the state apparatus.
